Can anyone tell me how to submit a site map to yahoo?

Also, is it submitted in txt or xml format?

It should be submitted through Yahoo Site Explorer.

In fact, I just updated it because I noticed it didn't have the Ask.com sitemap submission info, having not been updated in awhile.

FWIW, all of the major engines now support the robots.txt auto-discovery method for xml sitemaps too. So if you want to cover all of them in one fell swoop that's probably the easiest way to do it. To use that method simply add a line like the following to your robots.txt file that points them to your xml sitemap file.

Which would be the propert sitemap to submit to yahoo?
When using xml-sitemaps.com, it generates a .txt sitemap and calls it urllist.txt

is that OK to submit to Yahoo?

As far as I know you can use either just a plain text list of urls for Yahoo! or you can use the same xml sitemap the other engines are using. All of the majors signed on to the Sitemaps.org protocols and agreed to support them. So Y! should be fine with the xml version if you already have that constructed. No need to do it twice.
