Does anyone know if - with the effects of semantics - multiple keywords in a link carry the same weight but are utilized at difefrent times to help identify the general theme of the site?

The anchor text does have some bearing, but I think you may be missing the point.
The search engines don't look at sites, or at themes for that matter. They look at pages and each page stands or falls on its own, depending upon all of the factors that go into why a page ranks where it does.

But somehow, keywords on anchor text/s of links could also help to improve the on-page factor of a site.

I can tell you that links (external and internal) carry mucho weight. When you first design your link structure, put some careful thought into it. Try to get it right the first time and don't be changing stuff around a lot. Changing one link on your site could possibly have a big impact, positive or negative.

Back lnks and keywords do have a great inportanve in making site populer ...So be careful when you built your site...
