The other day I got a link request which was specific and reasonable.
They stated what page they would like it to be one - it was an internal page where I list support sites for photography and they (of course) provided the URL and anchor text they wanted to use. They included that they would put a link back to my site from theirs and how to do it.
However.
When I went to THEIR site and looked around I found that NO WHERE in their menu system AT ALL was there a link to the page on which they would link back to me.
Thus I jumped immediately to the conculusion that they had hired a (un, hum) SEO firm to boost their site standing using less than equal receipical link back. Users going to their site would NEVER see the sites they "linked to" - effectively making it a "I take and give nothing back" exchange.
So always check to see not only what page you will be on but if people can actually get to it from the menu.

Anybody got an idea of how much value a link out actually has for your own site (if it's relevant etc.)?
By that I mean how do these links effect your internal PR?

By established practical definition of link value, a link OUT is of no value to your page - only to the target page.

They don't have to actually orphan the page, by the way. They can just block it from spiders, so watch out for that trick as well.
