I read your old/new article. whole new subject coming up here, I know, but I really can't see anything wrong from the engines' POV with a site being visibly SEO'd if it's still a quality site. Are they going to ban all quality sites from their index just because they've had a little SEO done on them, and display poor quality but un-SEO'd sites in their serps instead? Doesn't sound too likely to me.

Suppose it's borderline "spammy", might overt SEO "signals" not tip it over?

To me it still comes down to the fact that it's a pride thing on the engines' part. They think they can do it on their own. So if you show signs of SEO, you're at least minimally slapping a sign on your forehead. Doesn't mean anything will happen, but it does flag you. Same as even just signing up at Webmaster Central. (Not saying you shouldn't do it, but just know that it tells them you know enough to even sign up there.)
