Secondly will it prolong this delay process if I upload new pages.

What makes you think you're "sandboxed" anyway?

As such, this number should not be used as a way to gauge whether you are (or are not) in the sandbox.
The Toolbar PR is a trailing number that is not particularly useful except as a macro-level gauge of the authority of a page. Even then, it's utility is questionable.

I m not an expert in SEO and for few weeks i have been reading about toolbar pagerank!
But i havent find any substantial information that proves wat all u experts have to say about Toolbar PR.
So, can you people provide some strong and proving facts on ur saying about PR....

- Toolbar PageRank is updated infrequently at best. The updates have been running about once every three months. While Real PageRank is updated daily.
- Do pretty much any search at Google, then look at the Toolbar PageRank of each of the Top 10 or Top 20 sites. You'll see that they are not ranked in order of Toolbar Pagerank.
Regardless of anything else, the above should make it clear just how unimportant Toolbar PageRank is to rankings.

Actually, as I recall and also reported on, Dan Crow from Google said publicly at our SEMNE event, basically that same thing (just not in those exact words).

I have another website which i closed down last year to a single page "under construction".
I have now uploaded it again completely.
Yahoo has already found it (within 2 weeks) and ranks it #8 but google hasn't placed it anywhere and I have searched up to 800 or so in the SERPs
Now Google according to the toolbar gives it a PR2 Which I assume means Google has found it but doesn't rank it in the SERPs as yet.
It also, in my webmaster tools says pagerank not assigned as yet.
Now this is and has been my question several times. What is going on with google and when should I expect to be found in Google SERPs. If this has nothing to do with ageing delay all well and good, I would just like to know what & when will I get out of this situation

Also, you didn't say. Have there been links pointing to the domain all this time? Are there any links pointing to it now?

Thanks Randy
Yes there were at least 45 links (according to Googles webmaster tools) pointing to the site even though it was a one page untitled page.
Google even still indexed the home page.
Right now doing site:domain.com it list all four pages. I have included a xml sitemap which is verified, robots.txt file which show ok and for all purposes its a complete four page site, home page, site map, links and contact us page. am I missing something.
Yahoo list it #8 and MSN list it #2

Yes, you're missing something.
It's going to be extremely difficult to get what is really a 1 page site to rank well for any term that is remotely competitive. The Home Page is basically your only Content page.
You'd have to basically overwhelm Google with links and anchor text. And you're not going to be able to attract many legitimate links with a one page site either. I rather doubt it'll stay well ranked in Yahoo either for that matter. There's just not enough grist there for any of them to chew on when you have one single page of content.
You don't have more to say about what you're trying to offer to people?

Google tools still tells me pagerank not yet assigned. Anyone have an idea on this.

Well I am still waiting on page rank to be assigned. Dec. 2 will be one full year of this madness.
