Can someone confirm for me whether or not this is true.....
I heard that when you ask Yahoo what inbound links a site has it will order them in terms of importance to SEO. This was mentioned as it could be used as a useful tool to go after some of the links that are causing your competitors to rank well.
Anyone else heard about this?

To answer your question directly, if Yahoo Site Explorer list links in terms of SEO value, they have a seriously messed up view of link importance. So of course it's not true.
