Can I Trust A Site With A Page With List Of Links Only?

i got a request for link exchange from a site which claims not to be a spam. but it has a page at side with list of inbound links only which smells fishy(despite the fact that it seems a genuine web dev site). using pagerank checker, its pagerank is 4. mine is a site of web developer(with pagerank 5). his is also one(web developer). so, i dont know what to do since it is advised not to link with competitor. but also it is advised to have link exchange with a related site. both the advises kinda contradict each other.

If all requests for a backlink / reciprical link are spam, how do you ask sites if they will link to you. ?

It's kind of like scammers telling you how honest they are, before you've even asked.
If they invite you to email them link requests, it's not spam. In other words, if they have a page of links and a line saying "Want to trade links with us?" then they can't complain about link requests.
Contacting someone who does not trade links with a reciprocal link request is spam, plain and simple. Contacting a site that only lists sites in their industry... and you don't qualify... is spam. These days your domain can end up on spamhaus or other email block lists for sending out link requests to people who do not solicit links.
Contacting someone to let them know about your site and what it offers to their visitors is not a "backlink/reciprocal link" request, it's good business.

Ok. what i mean is she could link to a site that is relevant or related with her theme. (isn't that considered as competitor site?) maybe i am confused

A related site would be if you sell shoes and you link to another site that sells socks or a site that sells handbags and belts.
Related sites aren't necessarily competitors.
