When people who don't work for Google start talking about PR they are referring to this Toolbar PR since it's the only kind we can see. They're wasting their time since it doesn't really correlate to the real PR.
Real PageRank, the kind that only Google Employees can see, is used as one of the factors in Google's algorithm. So it does still have some use. However since we cannot see it, and since the Toolbar PR we can see is never up-to-date and doesn't correlate directly back to the Real PR, it does us no good to even wonder about what it may or may not be.
