I find it quite tough to have high quality 1 way links - unless the link seeking site is really link worthy. But I see posts in where buyers posts " I need 50 1-way links etc.etc. " The bidders do it @ as low as $10 per link - so they are not buying links I think. My question is how they achieve one way links at such a low price? Is there a place where one can buy 1 way links?

A lot of people have networks of sites that they place links on. Others will sell on the task, while yet more simply take the money and run!
But some will do the job properly and get you half decent links that will help you rank (although probably not get you a single visitor). Many third world freelancers have built a network of contacts with sites that they can place links on and they pretty much are incestuous in their link building.
