I'm looking for a PPC consultant, what key features, points should I look for specifically?
-Keyword management experience?

Make sure you know who will be the manager. Often the sales rep talks a great story, but then the person doing the work was hired 6 weeks ago and doesn't know their arse from their elbow. The manager should be certified as a Google AdWords Qualified Individual, and have several years experience. You can ask for references too.

Look for those who ask questions about your business, your industry, your goals (not just the budget). See how they like to be paid. If they charge based only on the size of your campaign, I'd be worried.
When I provide consulting (not advertising my services .... schedule full), I get paid when I meet the goal. That goal can be Desired Cost Per Sale, or number of actions, etc.
Hope this helps.
