Is there any contemporary seo technique developed recently? Can anyone suggest some better link building techniques, and how important is it to choose a link partner? Do websites are banned due to link building? Need suggestion

Link building alone isn't going to get you there Faisalr4u. It is but one of over 100 factors that go into why sites rank well.
Start with our Tips for Newbies and pay particular attention to the threads you'll see pinned to the top of each section of the forums.
It would also be wise to read the Rules of the Forum.

That's a lot of questions in such a short post.
1. no
2. links are links, build good content and let people know about it, or buy them
3. VERY important
4. YES, linking to bad neighbourhoods will get you penalised (but rarely do sites get banned, despite popular rumour)
suggestion is, to spend a lot of time here read the advice for new seos and other posts.

Sowwy OWG! What can I say, I'm on a roll this morning. Getting too much accomplished.
Maybe I should take the rest of the day off, hunh? Who cares if it's not even 8:30am yet. It's a pretty day out and I could get loads of yard work done.
