I know that publicity and PR has a direct dependence

But what is more important to have a high ranking for a SPECIFIED KEYWORD in search engines ?

This question seems a little vague to me. I don't know that publicity and PR have much at all to do with your rankings, unless you happen to get some backlinks from a mainstream news site.

Could you perhaps be a little more specific about the type of publicity and PR you are referring to?

Do you mean PR as in public relations, or PR as in PageRank? I agree with Rod that your question is somewhat confusing.

Publicity and Link Popularity are not synonymous the way you have it there.

having a high rank in google for a top word IS good publicity, maybe the best there can be today. as long as you do something with the traffic you get. other publicity could be good media kit on your site, send press releases regularly etc...

I agree with Jill that link popularity and publicity are not alike... publicity is more on promotion...

So I think we understand the first part's terminology. (In the context I would have also thought that PR meant public relations.) About the question.

Are you asking which effects google ranking more? link pouplarity or Page rank?

If so, its not really possible to answer.

It's sort of like asking which will get me to San Jose faster, speed or miles/per hour (or) horse power or speed?

Page Rank (and many will, quite rightly, be quick to clarify real page rank which is not a publicised metric as opposed to toolbar page rank) is (at least in the original google algorithim) basically a way of quantifyng link popularity.
Link popularity effects page rank whch in turn, effects rankings.

Another point is that links (and I do not believe that this is part of the page rank metric) also have anchor text which passes on its own benefits to a page and may increase rankings for a particular keyword.
