having a high rank in google for a top word IS good publicity, maybe the best there can be today. as long as you do something with the traffic you get. other publicity could be good media kit on your site, send press releases regularly etc...

Are you asking which effects google ranking more? link pouplarity or Page rank?
If so, its not really possible to answer.
It's sort of like asking which will get me to San Jose faster, speed or miles/per hour (or) horse power or speed?
Page Rank (and many will, quite rightly, be quick to clarify real page rank which is not a publicised metric as opposed to toolbar page rank) is (at least in the original google algorithim) basically a way of quantifyng link popularity.
Link popularity effects page rank whch in turn, effects rankings.
Another point is that links (and I do not believe that this is part of the page rank metric) also have anchor text which passes on its own benefits to a page and may increase rankings for a particular keyword.
