Others will answer in better detail than I can, but I'll chime in.

I'm going to assume this will have an effect on SEM, but a very small effect - if even measurable. Yes, there are some people who will look at sponsored ads as spammy. However, I don't think it's nearly the percentage some do. If it's relevant to what people are looking for, they'll click. If it's not, they won't (but that's a different thread).

It is a bit frustrating to see them place sponsored ads and Adsense in the same category as "annoying pop-ups" though. To me, that's just ignorant. But that's just me.
