You're probably right and this is simply a case of forgotten or unused content being commented out. (Of course, I haven't looked at the site in question myself, so you can assign a weight to my opinion accordingly. ) I do the same thing with recurring content on my company's home page and elsewhere. Rather than delete/recreate, I just comment out, then use/edit as needed when the time comes. No spammy intent, no spam.
Some folks here have simply taken this as an opportunity to riff on the topic of lame attempts at spam in general. I don't think the intention is to say for certain that's what's going on in this specific case.
I vote for spamé (spam + lame) to be pronounced "spah-may", like lamé fabric. Looks all glittery from a distance, not so useful for day-to-day wear.

I vote for splamé. Like the shiny lamé, with an sp at the beginning. Only to get the spam and lame in there of course.
