For instance, Google spiders this forum very well. However, the spiders always visit as guests, and guests (human as well as spider) can't see the sig files here because of the way the forum has been configured.
So a sig file link here does you no good for link popularity.
On other forums, it may be different.

IMO, any forum or blog that simply allows people to post links willy-nilly without any restrictions will very soon degenerate into a spam-fest. And I suspect (hope) that as a result they will eventually lose their credibility with the SEs (thus, no longer pass link popularity).
Just because a link exists somewhere -- even on an indexed page -- this doesn't mean it counts for anything with the SEs. (Doesn't mean it doesn't count, either... I'm just saying, simply because you can see a link, this doesn't automatically mean that link is bringing any benefit to the linked page.)
