Stuffing kws in comment tags, in an attempt to gain higher SERPs is just pathetic.

It's probably not considered spam, since it's doubtful that a page gets penalized or banned because of it, but it is the sign of someone who has absolutely no clue how to optimize a site.

Comment tags are mainly for webmasters so they can see where headers, footers, scripts, etc start and end. We use a comment tag on the home page of each site we do SEO for that contains a description that we will submit to a directory such as DMOZ or JoeAnt. It is different from the meta description as it is more of a third party unbiased opinion of the site. As it is ignored by search engines, it is of no benefit for SEO but is merely there so if one of us is submitting the site to a new directory or something like that, it can easily be copied and pasted into the description filed of the directory.
