Can Anyone Explain Google Page Rank?

Not sure which forum to post this too...

Can anyone explain why one page is ranked higher than another? I think I get the concept... that a higher ranking is a more trusted site. But I cannot justify why my privacy policy page gets a higher rank than my home page.

Does it have to do with relevancy? If so, relevancy to what? Number of back links only?

ttweb, do you mean Google PageRank as in what Google shows on the Google Toolbar, or do you mean the ranking your site shows up when someone types in a relevant keyword phrase?

These are two entirely different thing, and the answer to your question will vary depending on which you are asking about.

I mean the page rank that shows up in the Google tool bar; 1 to 10; the measure of "importance". (Which begs the question important to what? Perhaps I am confusing the two.)

Couple of things:

The graph you see on your toolbar is not really what your true PageRank is, so don't put too much stock in it.

If one page of your site has a higher PR then others, it's probably due to the linking structure of your site. More pages of your site, probably point to that page, and/or outside pages also point to it.
