Yes indeed, directory links are counted as incoming links and contribute to your overall Google PageRank.

Define "directory".
The major directories do contribute to link pop but some of the smallers one or paid listing ones do not. Check the directory you are interested in and see if the outgoing links are coded as simple HTML or if they have tracking parameters.
