Its a social bookmark site potential of generating huge traffic to your site. You can tag your blog to del.icio.us and if more people bookmark your blog or any specific posting in your blog you might end up in the popular listing.
Popular listing generates good traffic to your site as well as many backlinks from various blogs.
Many bloggers use del.icio.us/popular to get interesting information for their blogs.

I have tag my blog with it. But it only display when del.icio.us/myblog
How people know that such tag or blog is there. How they will bookmark it.

it doesn't really work like that... del.icio.us is more online personal bookmarks with a social community attached to it...bookmarking you're own blog posts really won't do anything magical for you.

and most people who have their bookmarks scoured by others...have a decent amount of traffic on their blog anyhow.
