Google Sandbox And Pagerank

Hi Guys

This is my first post though have been a "lurker" on this board for a long time and found it to be extremely interesting, knowledgeable and useful.

OK got the gratuitous intro out of the way!

My first question is, is there a link between a url being allocated a PageRank and it emerging from the Google Sandbox?

I have a couple of newish sites that have suddenly been allocated a PageRank - albeit small i.e ranging from 2-4 but the oldest site is only 7 weeks old. Is there a connection and would it be safe to assume with a lot of hard work etc that I might be able to start tracking the urls in Google. In MSN we have a couple of No 1 slots and overall about 20 odd Page One positions for our chosen keywords.
