There are different ways to write your own RSS feed. Either you build the XML yourself, or you use pre-defined XML/RSS functions available with several programming languages. PHP, ASP, etc. can all be used.
I wrote a script last year in ASP that build a feed based on a SQL query.
The only thing is, that I am not sure how many people actually use them.
