I've gotta wonder if someone isn't playing a little game to test whether something would work or not, and doing it with completely innocent sites?
If it were me I'd be trying to get in touch with someone at Google and laying it all out. Especially the part about the .nl site having not hired anyone. Google's engineers should be able to look at their data and figure out where it's all coming from, and likely will find a lot of other sites being caught up with no knowledge.

Why are you so interested in this particular site? PR doesn't do anything for your search results rankings.
Number of links usually doesn't do anything, either. Especially not since last summer, when Google began aggressively devaluing many common link sources.

@Michael. It is not the amount of links thats puzzeling me, its the fact that they are being shown together with a fake PR7 and the site seems to be ingorned in the SERPs. There is a whole group of sites with a odd PR of 7 and the same 2300 backlinks.(depending on the Datacenter)
And I feel as long as this situation continues proper ranking in the SERPs will be hard to achieve. Just want to know how to resolve the problem.
I wrote Google Helpdesk last week about it and got a standard reply today. So I repeat my question here. Who knows whats going on and what to do about it.
(P.S. The cache also shows funny results and redirects to a Google homepage)

There's nothing you can do about it that you haven't already done. You've alerted Google. It's in their hands now.
However I would caution you not to chalk their rankings or lack thereof to some number that shows up in the PR section of the Google Toolbar. There is little correlation to that and the real world.
Bottom line... Worry about things you can change.
