I was told that a three word carries the weight of more combinations of keyword phrases. What should I do. Go for 2 word or 3 word phrases?

Also, be sure not to have every single link use the same text. That's the biggest tip-off that the links are manufactured and not natural.

I think this depends on why you're building links. If you're doing so to compliment an ongoing SEO program, then use the keyword phrases your site is optimized for in the links that will sit on the best authority pages you partner with.
It is a good idea to use variations of keyword terms in your anchors since people use varied terms when searching but I wouldn't go overboard and dilute your anchors just to cover all the keyword phrase bases.
Inbound links hosting optimized anchors aren't easy to secure so make the best use of what you get. It makes sense if you think about it - you've done the research on your keywords and know what people are searching for. Use them to your advantage but cover your bases and use a handful of additional terms as well.
