Welcome Jake!
If you know your market, you are probably already aware of the relevant sites that offer advertising, and if you aren't, it only takes a small bit of research to find them and read their advertising policies.
Link brokers tend to be more useful for buying links from irrelevant sites.

Yes the ones I looked at so far seem great for links from irrelevant sites! I was hoping to find someone who could help me find relevant sites that would consider selling links.
We have a lot of different websites in different areas and carry out a lot of SEO and PPC but link buying is an area we haven't really looked at yet.
Guess I will have to do the research myself

We prefer to approach a site based on the marked price, We offer them so and so dollars for link on their site for our client site, If they agree we pay for those links,
I agree link brokers bring in irrelevant links, But they are not the one to blame it is very difficult to find more than 5 sites in same industry selling links, Especially in regional markets it is very difficult to have an inventory of relevant sites,

Assuming you have an e-commerce site, I've had a lot of success with purely Info sites that sort of service the same markets or at least speak to the customer segment I'm shooting for. Or if you've got actual products that you're selling, sometimes you can purchase links in a relevant area of some of the Product Review sites out there.

powerofeyes I think you are right. The link brokers are simply running a bad business model IMO. Lets say you sell “flowers” how many sites is a broker going to have that are actually relevant? A handful at most and they probably are leaving footprints on those sites anyhow so they wont help you long term.
Or an even more common thing is that to keep their Flower inventory happy they will sell irrelevant links on the site because their may not be huge demand in that market. This is another thing that makes the links really worthless and obvious.
We find links for out clients on an individual basis, then the client buys what they like and we avoid using the same footprints of a broker. This approach works great and to me is the only approach you should ever consider when purchasing links. You just have to get yourself off the beaten path and just go for unique, relevant links.
