I attended SES Chicago last week and one of the sessions was on SEM through Communities, Wikipedia & something... There was a lot of information on community sites such as Del.icio.ous but maybe I'm missing something, I just don't get how Del.icio.ous can effect search engnie rankings when all of their pages have a robot nofollow, noarchive, and noindex and I couldn't find a single page that was cached... so what am I missing? I thought this tagging thing was supposed to be all the rage?

I wouldn't expect it to affect rankings (although now that Yahoo has bought del.icio.us, who knows), but it's potentially a good way to grow your audience. If people tag your content, others using the same tags (who as such are interested in the same subject) or who check the URLs tagged by those people can find you.
It's kind of like turning the whole world into a committee assigned to write your meta keyword tag. Does that make any sense?

del.icio.us can affect search engine rankings primarily because it's what techy bloggers use to find stories. If you get something in del.icio.us/popular (which means a few hundred people tag it in a short period of time), many folks who write blogs and sites in your industry will visit it, and if it's cool enough, they'll link to it and talk about it.
I'm pretty sure del.icio.us/popular is what made the search ranking factors and beginner's guide articles on SEOmoz so popular around the web outside of SEO), so while the influence may be indirect, it's there.
