I'm not sure I'm clear on your question, because both can certainly pass link popularity.
As long as the framed site can be spider, links from within the frames will pass link pop.
The issue with redirected jump links usually comes down to how they're set up and what server response the provide. Too many of them pass a 302 Moved Temporarily response code, which can be troublesome. If these were coded to pass a 301 Moved Permanently response code via the redirect, they'll pass link popularity just fine.
