Paid Links?

I noticed on Matt Cutts blog he says that Google devalues paid links. What exactly is considered a paid link? Do paid directory links count as paid links? What about links from sites such as business.com?

You'd have to ask Matt what he sees as a paid link. To me, a directory listing that you pay for, is indeed a paid link. But I'm not Matt!
