Hi,
me again for the second time today.
I've been asking myself for a while now whether on site optimization might actually be quite ineffective without having a proper off site strategy.
I guess my questions comes down to this:
If you have the best on site content, but noone else links to you, can you still rank well in the search engines?

If no one links to you? Absolutely zero links? You're not likely to stay in the index under those circumstances, much less rank well. If you're just talking about very few links, then it's possible, but the rankings would be for fairly non-competitive keywords.
Really, the only way to go is to get good content on the page, which will give people reason to link to it, because you need both in almost every case.

For non-competitive stuff, perhaps (as long as you have a few links) but for the good stuff, you'll need links. The idea is to get the word out about your great site, so that you can get some!
