What Is "on And Off The Page Factors"?

Could someone explain these terms to me? Is "on the page factors" anchor text? I'm reading here that it's an important part of getting a higher ranking, but don't really understand what it is.
Is "off page factors" websites that link to your site?

So where does the title and the meta tags fit in your definition? On the page or off the page?
Doe! One other thing. On the page factors are exactly that - things in your page. Content, tags, anchor text, etc...

On the page. The title and meta tags are on the page.
Since you have volunteered Scottie, do you agree with hppckmn that incoming links are the only off page item.

I have no idea if this is right, but off the top of my head here are some "off page" things that may affect rankings, in G or other SE's. Note some of these are more domain oriented rather than page oriented, and I included them. Admitted that anything domain wide would also affect each page, but I'm not counting that for this list.
- Incoming links
- Domain Name
- Domain TLD
- IP address
- IP Block
- Manually created black list
- Parking rather than doing a 301
- Some forms of cloaking
