Keyword Ranking With Quotes Vs. Without

How come I rank MUCH better with a keyword phrase using quotes than without quotes. How do I counteract this?

because with quotes it becomes an EXACT search for the phrase, without it is a combination of word1 AND word2, word2 AND word1, word1 OR word2 and the results are delivered in order of relevance to those combinations NOT the phrase.

To combat; Improve the optimisation for both/all the words, not simply the phrase with words in that order.
This is the "over-optimising" bit where a phrase is concentrated on rather than using a "natural" flow of copy. Good SEO copywriters do this without even thinking about it BTW

When you use quotes, you are asking the engine to return a set of results with those two words together and in that order.

When searching for a phrase without quotes, the search engine will return results with those two words but not necessarily together, in any particular order and not necessarily with both words.

Along with what Chris said, the non-quoted version is going to be a lot more competitive and therefore harder to rank for.
