I may be buying a few backlinks to hopefully boost my ranking. What happens if I buy a text link for a month and google updates in a month and a half? My toolbar PR won't change but the real PR would change a few days after I buy the link, correct?
What would a PR8 link do to a PR4 site?

1. Forget about PR. You're chasing an albatross and they're very, very hard to catch. 
2. Yes the link would count prior to your ever seeing any GTB update, unless the GTB update happened to occur right after the link was established.
3. Do not buy links solely for any supposed PR gain. See number 1 for why. If you're going to purhcase links do so for the right reason; The qualified traffic you will get directly from the other site.

If it's a good link, buy it. A good link will send you qualified traffic.
A link on a highly-ranked, relevant site is an excellent thing to have. Don't worry so much about how long it takes before it "counts", it will count. Hopefully, you are investing in a long-term strategy to drive traffic to your site, because SEO is typically measured in weeks, not days.

If you're buying links for link popularity purposes, I would suggest that you purchase them for at least 6 months, if not a year. One would hope in that time if your site is really good, you would gain many free links and you might be able to stop paying for the ads.
Of course, if you find those paid ones bringing you traffic, you may wish to keep them, depending on your ROI.
