While that may still be true with hedir, the person owning the site doesn't get to vote so it doesn't matter. That includes the moderators, they have to submit their site and get it reviewed just like everyone else.
You cannot avoid being subjective, as a human being. That being said, the issue of being biased to websites cannot be discounted even if those who submitted URLs cannot vote, whether they are moderators or not.
While it's kind of a step further to implement a machine or robot to manage and implement such submissions (like Google's algorithms which determine rankings of sites in SERPs, and it also defeats the purpose of a human-edited directory in the first place) such approach is less likely to generate questions about someone preferring his own website over the other.
