As far as the toolbar PR goes, it's rare to see it go down more than one place in a single update, but it doesn't necessarily mean a penalty. You could have lost backlinks, or Google may have changed their judgment of the quality of links you have.

I was wondering if anyone else has experienced the same problems that I am seeing.
For my website, the Google backlink command "link:XXXXX" isn't working. Prior to last month, this command was working fine.
I was wondering if this is an indication that Google has penalized my site or not? Obviously, this command works for other websites.
Also, the PR for my site dropped from 6 to 4 (which could indicate some type of penalty).
Any advice would be greatly appreciated.

And you are wasting your time by looking at Toolbar PR. It's telling you nothing useful.

Hi, myronlo! That link: command may have been returning what looked like reasonable information to you up until recently, but it honestly hasn't been showing all known links for years. So any changes in what it displays at this point are essentially meaningless.

There is no way to easily and accurately track how many links Google knows about that point to your site. Beyond that, it's nearly impossible to tell how many of those links actually "count" in your favor.
I believe it's precisely because links are an important part of their algo that they play this information so close to the chest.
