After I read some articles, I submit some link exchange program. The answers are all the PR of your site is too low. But the PR of each new site is 0. How can I find the first reciprocal link?

How new is your site? What industry are you targeting? What keywords have you selected?
You may be able to get some good links provided you have good content. It's hard for people to recommend things that will be useful to you without a little more information.

That will get your site noticed by the search engines. There is a thread on this forum that is very helpful that lists many directories. BTW, I don't look at PR when I accept a link exchange, I just look for relevance to make sure their link would be of interest to my clients. Look for similar but not identical sites, like if you sell hot dogs maybe look for sites that sell other types of meat.

Seeing Michael's post reminded me.
I spent the better part of yesterday reading fabulous info (much of the best stuff posted by Michael) on writing and submitting press releases. Go to the Publicity and PR section of this forum and look through those threads.
As many of them say, don't issue a press release just to build inbound links--that won't provide you much return for the effort. But if you have something newsworthy to say, the PR can get picked up by many news sources, and one of the benefits will be that many of them will link back to your site.
If you're new to PR (like me), it takes a fair amount of time to study up. But I'm hoping to get some good results over the next couple months (in terms of business, but I also expect to get more links as a bonus).
