Google Has Stop Crawling

Hi All,
Google hasn't crawled my site since the 28th August (a similar problem to SmellieNellie). I exceeded my bandwidth on the 29th Aug and also 30th Sept and my site went down (I have since increased the bandwidth). Does Google penalize you for your site going down? I also put hotlink protection during September and only allowed my index to be linked to (I have since disabled hotlink protection). Would this affect Google too?
Any advice much appreciated,

You don't get crawled you if your site is down. How can you?
SEs also like to return pages that work, so you might find being down does hurt. Feel free to call that a penalty if you must!
Don't panic, and just wait. You may also look to get a Google SiteMap setup. It may not help, but it certainly can't hurt!!!

No. But they can't index it when it's down.
