Links have always been important, but the SEO community has overemphasized their importance for several years, and that is one of the reasons why so many sites were dropped out of Google this year. In fact, that is why the Google Sandbox effect appeared last year.
Some Web site operators became so obsessed with creating links to their domains that Google reacted vigorously by cleaning house.
But the basic importance of linkage is unrelated to the issue of whether it's productive to continue building links after you've achieved top rankings.

If you do have a site that becomes an authority in it's field and you're constantly making it better, then you really don't ever have to look for links or add your site anywhere.
Do I add this site anywhere? Nope, never have, and never probably will. If a new SEO directory comes out, will I add it? Nope. If they want their directory to be completely, they will add it themselves.
BUT...of course, it takes many, many, many years of hard work to get a site to that level. Most sites aren't there yet, and a little link building now and then certainly won't hurt, and probably will help!
