I have recently launched a programming resources. www.snippetcollection.com.

This is basically a collection of snippets for programmers to share between each other. The website is backup up by forums and programmers can submit snippets through forums. Programmers can also ask questions related to programming in respective forums.

I have submitted to web directories and spwaped links with some major programming resources. I am constantly trying to build more content (more snippets)...but in order to have more snippets you have to have more members in the forums.

I would like you to give me some good advice / tips how I should promote this kind of website. Should I use articles? Should I go for PPC?

Before diving into PPC I would try to hook up with some of the newsletters out there that specifically target the developer network.

Who knows, if some of them like what you're doing they might even give your site a free mention. But worst case scenerio I think you'd get a lot better response with a ad in a few newsletters/ezines than you would with straight PPC advertising.

Participate in existing developer forums and put your link in your signature file or profile. Get to know people who do what you offer.

Invite some well-connected or knowledgable people to be moderators. They can bring in other members and help keep things active.
