We have a relatively new site (2 months old) and are building links and content continually.
Is the Yahoo Submit Express the $49/yr and .15 per click worth it? Anyone?

I've never once submitted a site to the Yahoo directory and have plenty of #1 rankings. I think the Yahoo directory is way past its prime, and is very over-rated.

kwallenbeck isn't talking about the directory as that's not $49 nor pay per click. He/she is talking about paid inclusion.

If your pages are already in the Yahoo index, paying for search submit won't get you anything but lighter in the pockets.

Too true!
Do not use Search Submit Express if your pages are already in the Yahoo index, unless you need a faster refresh rate, such as if your content changes on a daily basis. This is where this program is of the best benefit.

It could make sense of you are new site and desperate for some initial traffic however. the same goes for the other main PPC sources, google and overture..
With those ppc engines you dont need to pay 50 dollars up front either, infact there are several ways to get 50 dollars up front free instead but caution is advised whichever route you take as PPC done incorrectly can cost you a fortune, make sure you set limits that you can afford..
