We have a client who heard from someone that there are "PPC keyword aggregators" in the marketplace from whom you can purchase keywords at a reduced rate from that available if you go directly to the PPC engines yourselves. My client was apparently talking to someone who claimed their affiliate network had this type of arrangement with Yahoo and Google enabling them to have a sort of "lock" on certain keywords, as if this aggregator was operating in the same mode as a telephone service 'reseller', purchasing keywords from the engines and then able to resell them at reduced rates.
i have talked to another vendor who claims this sort of service, wherein they can offer flat rate CPC costs for any keyword we suggest.
any thoughts?

Not necessarily a scam, as this type of service does exist and is legitimate.
That is, we have agreements with many PPC engine who provide rebates/discounts on the PPC rates based on the volumes of business we put through. The key difference is that we do not offer the discount rates to our clients, but rather can reduce our PPC campaign management fees.
Hence making us a bit more competitive.
