Banners As Links?

The scenario: I'm link building, and in addition to directories and manufacturers of the products I sell, there are a few very industry-specific sites out there that are used a lot by my potential customers. I'd love to get a link on these sites, but they only do this through selective paid advertising (in other words, you have to pay, and your site has to be involved in this specific industry and meet certain criteria). I've met their criteria and been offered a choice of two plans. There's a monthly plan, fairly inexpensive and no long term committment, for a banner ad in various places on the sites. Or, there's a yearly plan, more expensive and a yearly committment, for a regular link in their sponsor section (which is small and appears on several pages of the site).
The budgeting-powers-that-be at my company prefer the monthly banner plan. But, if a banner ad wouldn't hold the same value with the se's, it would be worth our while to shell out the extra for the link. Any thoughts?

If a website gives out a "great widget website award" to related websites and does not ask for a link in return, can it gain link popularity by asking winning sites not to copy the graphic but rather to link to the graphic at its site? For example:

It may also help that image to be found in images searches, but that's about it.
