Does Google Penalised New Web Pages

It seems that the more I tweak a page to get a higher position during keyword search, the more it slips. Recently a newly designed web site basically slipped nearly 10 positions, even though the information are more or less the same.

Is there any penalty for new pages or pages that change too frequently?
