The federal government has published a new guide to developing Web sites and making them as citizen-centric and user-friendly as possible. What makes these guidelines interesting is that they are research-based and compare the relative importance of the guidelines with the strength of evidence coming from research done on the subject.

The full text is huge PDF file, 128 pages, 40MB, but is a well written and researched document which would be valuable to anyone trying to improve the usability of their website, federal or not.

This is a really great guide. I did a general overview and believe that a lot of things that they're suggesting will not only make your site usable but also search engine friendly.
