Nope, makes no difference at all. Just make sure they're between <head> tags.

I would argue about impotency of socks colour that I wear 
but I believe that it is irrelevant to the subject

Do all you impotent SEO professionals wear socks? We'un here in Dixie haven't got 'round to wearing them fulltime yet. I do have a new pair just for them sunday goto meet'uns at Church!

I work at home. I can be barefoot, I can wear socks, I can put socks on my ears if I want
I had a job for a long time that required me to wear a uniform, but there were no rules regarding socks, so I used them to express my individuality. Those socks were quite... potent.
Oh, and I recommend putting the title tag before the meta tags, by the way. It probably makes no difference, but it couldn't hurt.

For those who check their sites with Search Engine World's "Sim Spider" tool, I believe that the description and keyword meta tags won't be seen unless the description tag comes first. This is a quirk of Sim Spider; in "real life" the meta tag order makes no difference.
