I have some flash tutorials. I wanted to run adsense on the pages with the tutorials. The time spent on these tutorials is large. Will it be possible to configure adsense to to load fresh advertisements :
1. Everytime user clicks a link on flash tutorial?
2. Periodically?

I thought this would help boost CTR

First, you may want to make sure your proposed tactics are not infringing upon AdSense's terms and conditions and program policies.

Assuming it's not, maybe putting the ads in a separate frame would allow you to do #2?

From a technical stand point, it's trivial. Use a frame and meta-refresh. However, I somehow doubt Google would dig the meta-refresh because you're making their ads dance, so to speak, upon refreshing, hence you'd have an unfair advantage over the rest of us whose ads do not animate or change or refresh in anyway except as per Google's ad code.
