Pre-ordering With Shopping Cart

Someone (small business, wondering whether to go in for e-commerce) has asked me and I've no idea, but I definitely know who to ask!
Anyone able to help?

The main priority is to make sure you've communicated very clearly on your product page:
1. that the product is not currently available for shipment
2. when the product is expected to ship
From there, its' simply a matter of taking the order, just like any other.
Of course, you will need some backend tools to assist in tracking and monitoring pre-ordered items versus 'regular' (in stock) sales.
And of course, be careful not to charge them before the item actually ships (as you indicated).
I think you might be making it too complicated, unless I've missed something.

If you's like to have both pre-orders and regular orders it might take some extra programming, again, nothing too big. In fact I am pretty sure that some shopping carts would have this feature in it.
If you can clarify a bit more I think you'd get better answers.

You could simply hold the credit card data until your ready to ship and process the billing then. Or if your processing gateway supports it you could also perform an AUTH_ONLY billing transaction at the point of initial sale. Then typically you would log into the web interface of your payment gateway/processor (eg Authorize.net) when you're ready to ship and CAPTURE the funds from your previous AUTH_ONLY transaction.
I would probably go the latter route if you have to place special orders at the time of initial purchase, just to make sure the CC is good and has funds available. Just to make sure you don't get stuck with stock that you can't later sell.
If it's something you would normally stock anyway, I would just wait until it's time to ship and do the whole thing at that point.
Lots of ways you can do it if need be. You can also authorize the purchase amount and do a partial capture, getting the balance at shipment time.
In other words, it's definitely possible to do. How is going to depend a good deal on the individual circumstances.
(Note that there is a time limit placed upon how long the AUTH_ONLY transactions will remain viable to charge against. The length varies by the type of credit card and I honestly don't know anymore if it's a week, two weeks, month or whatever for each credit card type anymore.)
