Naturally Keyword Phrases Vs Solid Keyword Phrases

For a while now I've been wondering which of the two phrases the search engines would rank higher given that all the other considerations were equal. For example a page with the title "I want a Home Loan" as opposed to a page with title "Home Loan". If I searched for "home loan" on google, which page will rank higher? I'm assuming that all the other SEO factors are equal.
What have been your experiences if any?

'Home loan' will rank higher
mostly because of keyword weight and the keyword will better match the query : 'home loan'.
I doubt that people will search for 'I want a home loan' ( sure some will , but most people will search 'home loan' or 'home loans'

Only add extra words to keyphrases if they will strengthen the keyphrase in a search-friendly way.
For example, to strengthen the keyphrase 'home loan', you could change it to 'cheap home loan' - which is something I'd guess people would search on.
The advantage of this is that you get two keyphrases for the price of one, because that keyphrase will also show up if people search on just 'home loan'.

If you're worried about your title sounding too cold with just the title "home loans" you still have a whole page build your brand as the friendly home loan company with nice, friendly copy.
