I've had a client ask me this:

We would like to offer a prize on the site as incentive for registered users to update their data.  Our legal team in the US seems to think that we would have to comply with contest rules in all 50 states in order to do so.  Have you personally heard of anything like this before?  Would you have a recommendation as to where I could find out if this is correct?

This page seems to offer some decent information. I can't speak to how accurate it is, as I'm not a lawyer, but it does stress the following:

One caution: Don't enter into a program without consulting competent legal counsel. The consequences of failing to do so can be severe. Violations can result in heavy fines and, in extreme cases, imprisonment. The penalties vary in different jurisdictions, as does the extent of the enforcement.
