I was able to use the above template with DW 7.0.1 without any problems.
So, this could be a versioning issue as you suggested.
Since the template is very simple, I suggest that you manually remove the two dreamweaver tags using notepad, and create the template using your DW 6.0.
Then compare the two templates to identify the cause of the anomaly.
That should give you a direction to what to do next.

Thanks for taking the time out to look at this problem.
I have done what you suggested and the only difference I can see is that my template has "TemplateBeginEditable name = " and the original template doc which was fine had "InstanceBeginEditable name = "
Would this make any difference.
What puzzles me so much is that, if I am making changes to the content in Design mode it is fine and if I am adding or changing the Meta Tags using the dialect box that comes up in Properties in Code View then it is fine too. But, if I try to the make the changes directly in Code View then they get discarded!!!!!

I think the fact that DW6 can partially understand DW7 is huge.
As a workaround, you can try the following:
1) in notepad replace
2) Save the file and open in DW
3) Make all your changes
4) Restore the template string from step 1 using notepad
Templates can become very complicated, and the above sequence of steps will only work on the simplests templates (like the one you posted).
Your best bet is to upgrade if you want to use DW templating
