Are Named Anchors Case Sensitive?

In FireFox, when I click on one of the letter links, the location bar indicates that I'm at, for example domain.com/#F (note that it's upper-case), but I'm still sitting at the top of the page. In IE, clicking the F takes me to the F section.
What I've noticed in the code is that the anchor for the F section is coded as <a name="f"> -- in lower-case. Could this be the reason I'm not getting there?

In FF, it looks as though named anchors are case-sensitive. I just mocked up a quickie test page & I get the same behavior...

That's a client-side link, as the server doesn't actually re-deliver the page. IE, as with most things Windoze, is not case sensitive. But I've run across other browsers that most definitely are.
