"Search Engine Saturation simply refers to the number of pages a given search engine has in its index for your web site domain. Not all search engines report this information but enough of them do to create some meaningful benchmarks for your search engine marketing campaigns."
Seems to me it is simply calculating the numbers of pages from your site that are listed in a search index compared to the other URLs you check it against.
I don't know what your site is but the basic formula for making sure as many pages of your site are indexed as possible is to make sure it is crawlable or in other words, make sure the spiders can reach the various pages of your site.
Of course if your site only has 5 pages and the sites you check against have 500, it will seem as if you do not have good "saturation."
